In recent years, the incidence of cervical cancer and breast cancer among women in Gansu Province has been rising annually with a trend toward younger patients, severely threatening women's health and lives. The Gansu Province Women's Development Plan (2011–2020) set the goals of achieving "a routine screening rate of over 80% for common women's diseases" and "improving early diagnosis and treatment rates for cervical and breast cancer while reducing mortality" by 2020. Statistics show that in 2016, the routine examination rate for women's diseases in Gansu was 71.05%, with cervical cancer prevalence at 42.51 per 100,000 and breast cancer prevalence at 55.15 per 100,000 — both above the national average. The prevention and control situation is extremely serious, and the problem of women with "two cancers" falling into or returning to poverty due to illness is prominent. In response, Gansu Governor Tang Renjian emphasized at the Fifth Provincial Women's and Children's Work Conference last year: "If a woman in the family gets cancer and does not receive timely treatment, the family is essentially destroyed. Expanding the scope of 'two-cancer' screening and relief for women is very important — it is a good thing that spends small money, achieves great results, and benefits the long term." At the beginning of 2018, the Gansu provincial government included free "two-cancer" screenings for rural women throughout the province in the 2018 public welfare projects. The plan calls for an investment of 380 million RMB from 2018 to 2020 to provide free "two-cancer" screening for rural women aged 35 to 64 across the province — completing 25% of the target population in 2018, 35% in 2019, and 20% in 2020. Through "two-cancer" screening, the goal is to achieve "early prevention, early detection, early diagnosis, and early treatment," meeting the national targets for 2020. The aim is to continuously improve the disease prevention awareness and health standards of rural women throughout the province, effectively reduce the risk of poverty caused by illness, and fundamentally address the high incidence of "two cancers" among women.
